I'm just getting interested in ACW and 6mm gaming. Would the Baccus army packs be a good place to start? Would that let me play most of the historical scenarios, or would I need more?

Hi. That's how I started. I bought the starters for both sides and then additional packs to up the numbers. The starters have 10 brigadesfor eastern theatres Union and 11 Confederates plus zouaves and artillery and cavalry and commanders.That would give you about 2 Union corps.

I forgot to add that you would need to get more than the starters as these rules are for big battles. If you look at the free scenarios in the rules section you'll get a better idea.
